Spartanburg County Dispatcher #37: 00:01
911, what’s the address of your emergency?
Joshua Abblett: 00:04
Yes, I called for a welfare check approximately 45 minutes ago for my son at Three Rivers at 2900 Sunset Boulevard, West Columbia. We were told that he spoke with a police officer, but the officer didn’t disclose who he was. We didn’t get a phone call from anyone about this welfare check, and my son is very, very upset.
Spartanburg County Dispatcher #37: 00:39
Is he at Three Rivers?
Joshua Abblett: 00:42
Yes, he is.
Spartanburg County Dispatcher #37: 00:43
Okay. Then he was taken by a police officer, sir. Can you get there?
Joshua Abblett: 00:49
Yes, he was brought there yesterday. We expected a call from him between five and six, but we didn’t receive it. We called multiple times but got hung up on. We were told a police officer visited him, but we haven’t spoken to any officers. We’re driving down there now because we haven’t had a welfare check reciprocated back to us.
Spartanburg County Dispatcher #37: 01:42
We don’t have anything to do with that.
Joshua Abblett: 01:45
I don’t know who to talk to. I tried to call West Columbia.
Spartanburg County Dispatcher #37: 01:50
If he’s at Three Rivers, you need to talk to them.
Joshua Abblett: 01:56
This is an emergency. It’s becoming a kidnapping situation because we can’t contact our son.
Spartanburg County Dispatcher #37: 02:02
It’s not a kidnapping, sir. He was sent to Three Rivers for a reason.
Joshua Abblett: 02:10
It seems like you already know about this, but you don’t have any background. This is an emergency. I can’t get in contact with a police officer at West Columbia.
Spartanburg County Dispatcher #37: 02:19
You’ll need to go to Three Rivers. Is this Spartanburg County?
Joshua Abblett: 02:23
What is your badge number, sir?
Spartanburg County Dispatcher #37: 02:26
I’m Operator 37.
Joshua Abblett: 02:28
I can’t get in contact with the police officers in West Columbia.
Spartanburg County Dispatcher #37: 02:36
What does that have to do with Spartanburg County?
Joshua Abblett: 02:43
I have an emergency address. If you can’t help me find the right direction, you’re not helping me.
Spartanburg County Dispatcher #37: 02:57
Stop. Listen. If you have an issue with Three Rivers, you need to contact them. We don’t have anything to do with Three Rivers.
Joshua Abblett: 03:19
I tried calling the police, but it hasn’t worked.
Spartanburg County Dispatcher #37: 03:25
Call the police department in that jurisdiction.
Joshua Abblett: 03:31
I have.
Spartanburg County Dispatcher #37: 03:33
Have you talked with them?
Joshua Abblett: 03:37
Okay, you’re in charge of this now.
Spartanburg County Dispatcher #37: 03:43
No, I’m not. I have nothing to do with Three Rivers.
Joshua Abblett: 03:49
I’m going to continue calling police departments until I get someone to handle this. I need your badge number.
Spartanburg County Dispatcher #37: 03:57
I’m Operator 37 at the Spartanburg County 911 Center. I’m not a police officer. Joshua Abblett: 04:03
I need your badge number.
Spartanburg County Dispatcher #37: 04:04
I’m not a police officer!
Joshua Abblett: 04:07
You’re out of line. Who do I contact to make a complaint?
Spartanburg County Dispatcher #37: 04:14
You can contact the 911 Center for Spartanburg County.
Joshua Abblett: 04:22
I want to speak with a police officer about your aggression.
Spartanburg County Dispatcher #37: 04:26
I don’t work for the police department.
Joshua Abblett: 04:30
Then who am I talking to? I called 911.
Spartanburg County Dispatcher #37: 04:33
This is the 911 Center.
Joshua Abblett: 04:39
We need the West Columbia Police Department.
Spartanburg County Dispatcher #37: 04:44
I’ll give you their number. I can’t get in touch with them for you. What’s your job? Joshua Abblett: 05:00
You’re a supervisor now? This is crazy. I need to speak with a police officer.
Spartanburg County Dispatcher #37: 05:08
You don’t need to talk to departments.
Joshua Abblett: 05:10
Yes, I do. What’s your job?
Spartanburg County Dispatcher #37: 05:14
Give me your name.
Joshua Abblett: 05:16
I need to speak with a police officer right now.
Spartanburg County Dispatcher #37: 05:18
Sir, give me your name to get this taken care of.
Joshua Abblett: 05:21
No, I want to be transferred to a police officer to make a complaint. I have two witnesses in the car.
Spartanburg County Dispatcher #37: 05:31
You’re not understanding a word I’m saying.
Joshua Abblett: 05:38
Operator 37, I need to be sent to the Spartanburg Police Department. I want to make a complaint against you for aggression and not assisting me.
Spartanburg County Dispatcher #37: 05:51
Sir, this call is recorded. I have tried to help you.
Amber Abblett: 05:59
Sir, you haven’t. What am I supposed to do?
Spartanburg County Dispatcher #37: 06:04
You’re talking over my wife now. Let her talk about her son.
Joshua Abblett: 06:06
I’m glad this is recorded.
Spartanburg County Dispatcher #37: 06:11
We’ll talk one at a time. I can’t hear if we talk at the same time.
Joshua Abblett: 06:28
Here, I’ll hand it over to her. Nice speaking with you.
Amber Abblett: 06:33
We called Columbia for a welfare check. We can’t get a hold of anybody at their call center. We’re heading to Three Rivers now. I’ve been hung up on four times. I need someone to meet me there.
Spartanburg County Dispatcher #37: 07:02
I’m going to try to explain as best I can. I’m Spartanburg County.
Amber Abblett: 07:09
I just need a number.
Spartanburg County Dispatcher #37: 07:14
Let me Google the number for you.
Joshua Abblett: 07:19
Stay on hold while we get connected with them.
Spartanburg County Dispatcher #37: 07:22
This is for emergencies. I’ll give you the number to reach your emergency.
Joshua Abblett: 07:39
I am glad this is recorded. I have answered that like three times.
Spartanburg County Dispatcher #37: 07:44
I’m sorry, I can’t understand that.
Joshua Abblett: 07:46
I have contacted both of them.
Spartanburg County Dispatcher #37: 07:51
Write this number down: 803-749-58303
Joshua Abblett: 08:02
Okay, thank you so much.
Spartanburg County Dispatcher #37: 08:07
And I need your name too if you’re going to make a complaint on me. I’m going to make one on you.
Joshua Abblett: 08:13
That’s retribution. That’s against the law, sir.
Spartanburg County Dispatcher #37: 08:17

FCC COMPLAINT (DISMISSED, IGNORED, UNANSWERED)
Your email address: jamberabblett@gmail.com
Subject: Complaint Regarding Mishandling of 911 Call, Lack of Assistance, and Illegal Detention Leading to Emotional Harm
Description:
Name: Joshua Abblett
Address: REDACTED
Email: jamberabblett@gmail.com
Description of Issue:
On March 23, 2024, I contacted 911 for a welfare check on my son, who was at Three Rivers Behavioral Health at 2900 Sunset Boulevard, West Columbia, SC. During the call, I spoke with Operator 37 from the Spartanburg County 911 Center. Despite the urgent nature of my request, Operator 37 provided inadequate assistance and displayed a disturbing lack of empathy and professionalism. His actions not only hindered immediate help but also contributed to the illegal detention of my son for over 80 hours, causing severe emotional distress and trauma to our family.
Key Points from the Call:
- Initial Request for Assistance:
- I explicitly requested a welfare check for my son, expressing deep concerns over his lack of communication and distressed condition.
- Operator 37 confirmed my son’s location at Three Rivers and suggested he was taken there by a police officer, but failed to provide further actionable information or assistance.
- Lack of Support and Redirection:
- Upon informing Operator 37 that no officers had contacted us, he repeatedly redirected me to contact Three Rivers or the West Columbia Police Department, failing to take responsibility or provide support.
- Despite multiple attempts, I was unable to reach Three Rivers or the West Columbia Police Department, having been hung up on several times. Operator 37 did not escalate the issue or offer any further help, leaving us in a state of distress.
- Miscommunication and Escalation:
- As the call progressed, Operator 37 became increasingly uncooperative and refused to provide further assistance or connect me to the appropriate authorities.
- When I repeatedly requested his badge number and to speak with a police officer, Operator 37 refused, stating he was not a police officer, thereby obstructing my attempts to seek necessary help.
- Retribution Efforts:
- Operator 37 aggressively demanded my name multiple times, stating that if I filed a complaint against him, he would file one against me. This aggressive questioning was clearly an attempt at retribution, aimed at intimidating me and discouraging me from making a legitimate complaint about his conduct.
- Conflicting Information:
- At one point, Operator 37 claimed to be a supervisor, further complicating the situation with conflicting and misleading information.
- Emotional Distress and Inadequate Handling:
- The call caused significant emotional distress to me and my wife, Amber Abblett, who also attempted to communicate with Operator 37.
- We were left feeling helpless and betrayed by a system we once served as healthcare professionals, eroding our trust in emergency services.
Illegal Detention and Emotional Harm:
The mishandling of this 911 call played a direct role in the illegal detention of our minor child for over 80 hours. This resulted in severe emotional harm and trauma to our child and us as parents. We are seeking just compensation for the emotional distress and trauma caused by this incident.
Request for Investigation and Action:
This incident highlights severe deficiencies in the handling of emergency calls by the Spartanburg County 911 Center. We request the following actions:
- A thorough investigation into the conduct of Operator 37 and the overall handling of the call.
- Implementation of improved training for dispatchers to handle emotionally charged situations with empathy and professionalism.
- Establishment of clear protocols for addressing jurisdictional issues and providing immediate assistance.
- Assurance that corrective actions will be taken to prevent similar incidents in the future.
- Compensation for the emotional harm and trauma suffered by our family due to the mishandling of this emergency situation.
Technical Issues with FCC Complaint Portal:
Additionally, I have attempted to file this complaint through the FCC consumer portal at https://fccprod.servicenowservices.com/psix-esix. However, the webpage crashes every time I try to submit my complaint. This technical issue has further delayed my ability to report this serious matter.
Request for Written Communication:
Due to hearing impairments and the need for clarity of communication, I request that all communication regarding this complaint be conducted in writing.

Bizarre and Threatening Incidents
Pinky Houdini, Our Cat
Our sense of security on Elm Street was further eroded by a series of bizarre and threatening incidents that seemed al-
most too strange to be coincidental. Our cat, Pinky, somehow managed to break out of our home on more than one oc-
casion under suspicious circumstances. Pinky was a house cat who rarely tried to escape, so these incidents raised alarms about whether someone might have been tampering with our home to let her out deliberately.
In addition to Pinkyâs mysterious escapes, our garage door suddenly broke, leaving the spring in a dangerously precarious position. Around the same time, the batteries in the lockpad for our front door died simultaneously, further complicating our ability to secure our home.
These mechanical failures, happening so close together, added to the sense that our home was being tampered with as
part of a broader campaign of harassment and intimidation.
Pitbull Run In
One particularly unnerving incident involved a pit bull and another dog that suddenly appeared and attempted to bite
me as I was in my garage. But I was able to be the âbigger bearâ and âBARKâ him awayâŚstrange I know, but it saved me
from being bit in the ass! The dogs seemed aggressive and targeted, raising questions about whether this was a random
occurrence or another deliberate attempt to intimidate us.
Segway Girl
Adding to the bizarre nature of our time on Elm Street was an encounter with a young woman on a suped-up Segway. As
my son and I were about to pull out of our driveway to run errands, this woman suddenly pulled into our garage, stating
that she was providing free services for snakes and mice. She was extremely pushy about the service, despite our lack of
interest. The encounter was so odd that my son and I couldn’t help but find it somewhat funny, even though it added to
the growing list of strange and unsettling events we were experiencing. The sight of someone on a Segway pulling into
our driveway out of nowhere was both surreal and unnerving.
UFO Experiences
Amidst all the strangeness, we also experienced multiple UFO sightings while living on Elm Street. These encounters occurred in various locations, including our patio, the local creek, and even on fishing trips. The sightings involved bright lights and craft that moved in ways that defied conventional explanations. The repeated nature of these sightings, combined with the other bizarre events we were experiencing, made it clear that something unusual was happening in our lives something that extended beyond mere coincidence.
The Grinch Dancer
One of the most surreal and inexplicable moments on Elm Street occurred when a man dressed in a Grinch costume
danced across the street from our house. This happened outside of the Christmas season, making it even more bizarre. The manâs behavior seemed almost taunting, as if he was deliberately trying to provoke or unsettle us. This strange incident added to the overall atmosphere of absurdity and unease that characterized our time on Elm Street.
Conclusion
Our time on Elm Street in Thornton was supposed to be a fresh start, but instead, it became a continuation of the
strange and unsettling experiences that had begun in Commerce City.
From increased surveillance to bizarre and threatening incidents, it became clear that we were still under some form of
targeted harassment. The constant sense of being watched, combined with the inexplicable behavior of those around us,
made it difficult to ever feel truly safe or at ease. The repeated UFO sightings and strange occurrences only added to the
sense that we were living in a reality that was slipping further and further away from the ordinary, leaving us with more questions than answers about what was really happening around us.
